The story follows Vishal (Naseeruddin Shah), an honest police inspector who shows no mercy to criminals. Vishal is determined to catch Bankelal (Paresh Rawal), a man responsible for making several poor families homeless. Bankelal's son, Suraj (Manek Bedi), is fearless and indulges in various illegal activities. Suraj's best friend, Karan (Inder Kumar), always stands by him, no matter what.

Eventually, Suraj pretends to fall in love with Naina (Ayesha Jhulka) as part of a bet, but when Naina genuinely starts loving him, he abandons her. Heartbroken, Naina files a police complaint against Suraj, leading to his arrest by Vishal.Seeking revenge, Suraj hatches a plot and uses Karan to plant stolen money at Vishal's house, resulting in Vishal’s suspension. When Vishal learns the truth, he confronts Karan, warning him that he has chosen the wrong side. Meanwhile, the police commissioner is mysteriously killed.

विशाल (नसीरुद्दीन शाह) एक ईमानदार पुलिस इंस्पेक्टर है जो किसी भी अपराधी को नहीं छोड़ता। वह बांकेलाल (परेश रावल) को पकड़ना चाहता है क्योंकि बांकेलाल ने कई गरीब लोगों को बेघर कर दिया था। सूरज (मानेक बेदी) बांकेलाल का बेटा है जो कई गलत काम करता है और किसी से नहीं डरता। उसका एक दोस्त है करण (इंद्र कुमार) जो हर परिस्थिति में उसकी मदद करता है। बाद में सूरज को नैना (आयशा जुल्का) से प्यार हो जाता है लेकिन असल में वह सिर्फ शर्त के लिए ऐसा करता है। जब नैना भी उससे प्यार करने लगती है तो वह उसे छोड़ देता है। मजबूरी में नैना पुलिस से उसकी शिकायत दर्ज कराती है। इसके बाद विशाल सूरज को गिरफ्तार कर लेता है।
सूरज बदले की आग में एक साजिश रचता है जिसके तहत करण के जरिए विशाल के घर में कुछ पैसे रखवाता है। विशाल को सस्पेंड कर दिया जाता है लेकिन जब विशाल को इस बारे में पता चलता है तो वह करण से कहता है कि उसने गलत काम किया है। इस बीच पुलिस कमिश्नर की भी मौत हो जाती है। क्या करण को एहसास होगा कि विशाल इस लड़ाई में गलत पक्ष पर नहीं है क्या विशाल बांकेलाल और उसके अंडरवर्ल्ड साम्राज्य को खत्म कर पाएगा?
